"What is the two tier system all about in our divisions?"

None of the tiers are competitive or represent a stronger division or teams.   It is all recreational soccer or house league as it is sometimes called.   The two tier system is in place because of a surplus of teams that are entered into a league.   For example,  a division may have 16 teams entered to play.   By dividing the teams into two groups, each team plays each other twice in their group, one home and one away game.  Also, by tiering the divisions, each club has a better opportunity and variety of playing other clubs in the league.

The tiering of groups does not apply in play-offs.
